Living in Goulburn
Surveyor James Meehan named the town after Henry Goulburn, Under-Secretary for War and the Colonies. Settlement began around 1820 and Robert Hoddle laid out the town on its present site in 1833, after an earlier plan was moved because the first site flooded.
Letters patent in 1863 are often quoted as making Goulburn Australia's first inland city. That instrument set up the Diocese of Goulburn. The official proclamation as a city came on 20 March 1885. The railway arrived in 1869 and the Hume Highway bypass opened in 1992.
Transport
- Goulburn station is the southern end of the Southern Highlands Line, with most local services running to Moss Vale.
- NSW TrainLink XPT and Xplorer services stop on their way to Canberra and Melbourne.
- The Hume Highway bypasses the city centre. Most people drive: 69.4% of working residents drove to work in the 2021 Census.
- Plan trips on the Transport for NSW trip planner.
Schools
Goulburn has government high schools including Mulwaree High School and Goulburn High School, along with Catholic and private schools and a range of primary schools.
NSW government schools enrol by local intake area, so check any address in the NSW School Finder before you buy.
Shopping and dining
The city centre is Goulburn's main shopping area, with cafes, supermarkets and heritage buildings such as the Post Office and Court House. Larger shopping trips often head to Canberra or the Southern Highlands.
Parks and recreation
- Belmore Park in the city centre commemorates the opening of the railway.
- The Wollondilly and Mulwaree rivers meet at Goulburn.
- The Goulburn Rail Heritage Centre is in the old railway roundhouse.
Lifestyle
Goulburn suits people who want a regional city within reach of both Sydney and Canberra. The median age was 40 in 2021 and 64.6% of households were families. Expect cold winters and plenty of older brick and weatherboard homes.

What lenders look at in Goulburn
Goulburn is a regional house market with rural land around it. Here's what tends to come up with lenders.
Regional valuations
Valuers compare recent sales nearby. In a regional city there can be fewer close comparisons, so a valuation can take longer. A valuation under the price means a bigger deposit.
Lifestyle blocks
Postcode 2580 also covers rural localities around the city. One LMI provider's public guidelines accept rural and rural residential properties up to 50 hectares, as long as they aren't income producing. Barns and sheds are noted but left out of the value.
Older homes
Many Goulburn homes are a century old or more. Valuers look closely at condition, so a building and pest inspection before you commit helps avoid a surprise.
River flooding
The Wollondilly and Mulwaree rivers meet at Goulburn. Check Council's floodplain study and get an insurance quote for lower-lying addresses before you sign.
Postcode 2580
Goulburn's postcode 2580 isn't on one LMI provider's lists of excluded or single-industry postcodes.
Lender and LMI policies differ between lenders and change often. This is a general guide based on public lender and LMI information checked 3 November 2026. We can check current policy for the property you're looking at before you apply.
Buying in Goulburn
In Goulburn the valuation, the age of the home and the type of land shape most purchases. Lenders treat a house in town differently from a lifestyle block on the edge of the city. Knowing which you're buying helps you plan the deposit.
First home buyers
Goulburn has plenty of houses, so many first home buyers here buy a house rather than a unit. NSW first home buyer support depends on the price and the property type, so check the current rules early.
Getting pre-approval before you look tells you your range. See our first home buyer page for schemes and grants and our guide for guarantors if family may help.
Upgraders
Some Goulburn buyers are moving up to a bigger house or out to a block on the edge of town. If you're buying before you sell, ask about bridging finance early. Older homes often need work, so budget for a building and pest inspection.
Deposit and costs
On top of your deposit, allow for:
- stamp duty (transfer duty) under New South Wales rules, with concessions for some first home buyers (see Revenue NSW)
- conveyancing and legal fees
- building and pest inspections
- a survey or boundary check, plus septic, water tank and access checks where they apply
- lenders mortgage insurance (LMI) if you borrow more than 80% of the property's value
Our calculators give you a starting figure. Stamp duty rules differ between states, so check the New South Wales rules for your purchase.
Investing in Goulburn
A third of Goulburn homes (33.5%) were rented in the 2021 Census and the median weekly rent was $320. Most rentals are houses. If you're buying to rent, lenders look at the rent as part of your income. See our investing in property page for how investment loans work.
Lender considerations
Goulburn purchases often involve older homes, regional valuations and sometimes acreage. Lenders look at your income, the condition of the home and the land itself. Time Home Loans is based in Brisbane and can talk you through how lenders view Goulburn by phone or video.
